Fulfilling K9Nation’s mission depends upon an informed public. An aware public is a motivated public, which is the very essence of our foundation—our Kommunities. Awareness and information are the responsibilities of the Education Division.

Collaborating with local rescue organizations and animal control departments in a united effort is an immediate priority of each Kommunity as a first step to a nationwide adoption program. This is the work of the Rescue & Adoption Division.

As a respected authority and advocate in addressing issues and problems relating to our best friends, it is vital that K9Nation operates with accurate, current, and thorough information, facts, and data.  Conducting truthful research, objective investigations and surveys—all without manipulated facts and special-interest spin—comprise the work of the Research Division.

With a scope of operations ranging from local to national, K9Nation is able to seek legal solutions and serve as an advocate for our best friends on many levels.  This is the role of our Legislative Division.

Most often deplorable conditions that result in cruel treatment and death of dogs go unchecked by local and national authorities because of a lack of manpower and resources. Therefore, it is left to animal welfare organizations to do whatever they can.  To help prevent and control such inhumane conditions, a goal of K9Nation is to establish criteria for humane and legal care and to see that people—especially those who deal with dogs as a commodity—adhere to such criteria responsibly. The job of establishing procedures, policies, and overseeing responsible behavior is that of the Certification Division.

To tackle such a vast and complex problem with its inherent challenges requires substantial funding in addition to the work of our prized volunteers. Establishing and managing traditional and creative methods for fundraising and various kinds of donations are essential in today’s economy. This important work belongs to the Support Division.

The most important aspect of K9Nation are our local units called Kommunities.

The organization is unified and coordinated by the Nation's "executive branch"—Citizen Central, our administrative division.

K9Nation’s Action Plan specifies the organization's founding procedures as to how it intends to fulfill its mission. The accompanying Action Plan chart indicates an ultimate goal of creating an America without pet overpopulation. With a stabilized pet population (when the number of pets needing adoption does not exceed the number of those capable of being adopted out) shelter killing will no longer exist, and cruelty and violence against our best friends occur at manageable levels.

The prerequisite to a stabilized pet population is a reduction in overpopulation. Targeting pet overpopulation will reduce the numbers of pets needing adoption to manageable levels. While K9Nation’s Education Division and other efforts and resources are directed at this prerequisite, other divisions will concurrently contribute.  The steps below to understanding the Action Plan are keyed to numbers on the chart on this page.

Action Plan Chart Interpretation
  1. K9Nation’s action plan's goal is an America with a manageable, stabilized pet population without the need to kill those that are unwanted. The goal also included considerably less abuse and violence towards our best friends. Currently the overwhelming numbers of disowned pets and pets rescued from abusive situations create an unmanageable, overpopulation with millions having to be killed each year. So, where does K9Nation begin?

  2. The staggering numbers of pets being disowned, and pets being brought into the world must be reduced before it is possible to sustain a stabilized pet population. This is K9Nation’s first step, a prerequisite to achieving its ultimate goal.  So, how do we go about doing this?

  3. Creating public awareness of the problems that create overpopulation and the consequences for our dogs and cats (how they suffer and die, and how many are killed in shelters) is the foundation to reaching our goal.  K9N’s Awareness Campaign carried out by an extensive Ambassador Program, and K9N’s Education Division impacts the public conscience by (1) creating greater respect for not just the species, but also for how they contribute to our lives; (2) generating greater widespread concern for their well being; and (3) helping pet owners to be more responsible in not only thinking through how acquiring a pet is a lifetime commitment, but also in selecting a responsible breeder source. K9Nation’s Certification and Research divisions help a concerned public to focus only upon reputable and responsible breeders, manufacturers, suppliers, and others who depend upon the public, and are committed to animal well being. K9Nation’s Spay & Neuter Offensive also impacts the public conscience bringing about widespread public support and cooperation in ending unwanted litters.

  4. As fewer and fewer pets are disowned and rescued from abusive and cruel conditions, and as irresponsible breeding becomes embraced by the public, a stabilized pet population can realistically emerge.  As the old status quo disappears, K9Nation takes the lead in ushering in a new paradigm. How does K9N maintain a stabilized pet population without shelter killing, and without high levels of abuse and violence against our best friends? Continue to #5.

  5. First, adoption becomes manageable. K9N’s Rescue & Adoption Division works with local animal control departments, and establishes crisis and disaster response plans locally across America. Combined with nationwide adoption supported by a pet transport system, K9N’s adoption efforts are able to handle emergencies as well as day-to-day adoption that been unmanageable in the past. This means that a No Kill/Yes Adopt K9Nation becomes a reality.

  6. Even ill, aged, and pets with special needs requiring more time for adoption can be cared for instead of being killed. K9Nation’s Capital City Project offers a place of refuge where loving care and indulgent attention will be given to any needy animal. No animal must ever suffer or die alone, unloved, and without dignity.

  7. Realistically, cruelty to animals, even our best friends, will be around as long as humans interact with animals. K9Nation’s goal is to “end” cruelty as we now know it by reducing it to levels that are realistically manageable. With a public conscience concerned for the well being of our pets and intolerable toward abuse and violence, less cruelty can be expected. K9Nation’s efforts help to not only educate the public about cruelty, but also to help the public to see that perpetrators are indeed brought to serious justice. Ending the current high levels of cruelty to our dogs and cats involves K9N’s Education Division, and one other division (see #8).

  8. Pet advocacy ranks as the overall purpose of K9Nation’s Legislative Division. Looking out for “the best interests of our best friends” in the halls of Congress, in state legislatures, county commissions, and in city halls, K9Nation must ensure that those who make laws are aware of the issues that mean so much to the Citizens of K9Nation. Whether it’s anti-cruelty, health, or other issues affecting our voiceless friends, K9Nation acts as their continuous advocate.

  9. Upon achieving a stabilized pet population, K9Nation’s goal will change to sustain manageable pet population. To this end, K9Nation will never relent in impacting the public conscience, helping pet owners to be responsible, and to oversee responsible breeding. Together, each K9N division works separately but interdependently, along with Kommunities and supporters across America, in creating a firewall of security and protection in the best interests of our voiceless and defenseless best friends.

  10. K9Nation’s Action Plan depends entirely upon its Citizens who make up its many Kommunities all across the country.  The difference between a conventional animal welfare organization and K9Nation is the fact that its supporters are responsible for its success. Whether a person is just a Citizen for $9 a year or heading up a national team, everyone is vital. Undoubtedly K9N’s Kommunities form the cornerstone of the entire organizational edifice.
